Regulation 0-0: The Total Eclipse Protocol (The "Ghost" Mandate)

1. Condition for Activation: Only to be invoked when the Ministry of Aetheric Stability ([[MAS]]) or the Sovereign’s Representative is deemed "Compromised, Coerced, or Complicit" in a threat to the National Resonance Grid.

2. Legal Standing: Upon invocation, the officer is technically "Eclipsed." They no longer exist in the MAS payroll, have no legal protections, and are granted no budget. However, they are granted absolute kinetic and thaumic discretion.

3. The "Unperson" Clause: If successful, the officer is rarely thanked. If they fail, they are disavowed as rogue agents. It is the "Zero-Sum" of public service.
