Regulation 109.1: Management of Void-Nodes and Non-Spaces

Directive: Containment of Geographic Anomalies.

Core Mandate: Any geographic area that experiences a "Total Aetheric Void" (dropping below 0.1 gigahertz) must be declared a "Non-Space." These areas are legally purged from City Maps, and all public services (ley-line energy, water, mnemonic-refreshing) are suspended permanently.

Protocol for "The Erased": Citizens found within a 109.1 "Non-Space" after the evacuation period are legally classified as "Erased Assets." They no longer exist in the Sovereign database and are ineligible for any [[MAS]] protection.

[[The_Adjuster]]’s Prerogative: In cases of "Extreme Operational Necessity," an Adjuster may manufacture a 109.1 event (a "Flash-Void") to facilitate the silent removal of a target with zero collateral record.

The [[DMC]] Interpretation: Alistair calls 109.1 the "Ghost Marker." It’s how the government deletes the neighborhoods they can't control.
